JOB PURPOSE

Under the overall guidance and direction of the DG, develop and implement a partnership and resource mobilization strategy with positioning strategies for the Commission

 

Duties and Responsibilities

  • Identify innovative funding sources and potential partners
  • Design state-of-the-art resource mobilization policies and procedures that represent best practices and in compliance with the host organization’s requirements and are in sync with the values of the Commission and the host organization
  • Develop and implement an effective strategy and tools for creating strategic partnerships and mobilizing financial resources from donors, development partners, individuals and other stakeholders.
  • Develop an annual resource mobilization plan and work closely with the Divisions to define and agree on specific fundraising targets and events for the year
  • Develop and maintain a comprehensive database on key existing and potential donors: their priorities or areas of interest for financial support; criteria and guidelines for providing grants; and donor policies that may have impact on funding for NDPC now or in the future
  • Develop and maintain a tracking system for follow-up on financial commitments made by development agencies and partners with a view to ensuring that pledges are met
  • Prepare reports in consultation with the relevant divisions and Accounts in a timely manner
  • Identify and pursue opportunities for strategic partnerships by organizing targeted partners’ meetings, campaigns and events with a view to increasing the visibility and influence of the Commission
  • Develop a portfolio of partners and maintain open channels for regular dialogue with potential donors and partners
  • Strengthen relationships with existing partners through timely and transparent communication that fosters trust; and identify and build new relationships with other development agencies, bilateral and multi-lateral development institutions, private sector and civil society organizations
  • Review, and assess regularly, the health of the Commission’s relationship with existing partners, provide guidance on relationship management and strengthening partnerships
  • Provide the D-G with regular briefs on resource mobilization status and proposals for new strategic partnerships
  • Perform any other duties as may be assigned by Directors and Director-General

 

Qualification and Experience

  • Must possess a minimum of a Master’s degree in Business, International Studies, Communications or equivalent
  • Membership of a recognised and relevant professional body
  • A minimum of nine (9) years’ post qualification experience of which at least three (3) years have been in senior management
  • Pass a competitive selection interview conducted by the Commission in consultation with PSC
  • Experience in resource mobilization, strategic partnerships and marketing with demonstrated success in all aspects of resource mobilization (targeting, proposal writing, sales, negotiation, reporting)
  • Knowledge of both national and international development issues
  • Demonstrable evidence of experience and previous work involving strategic planning
  • Demonstrable experience in research and policy analysis
  • Demonstrated capacity to generate and implement new ideas.
  • Excellent skills on resource mobilization and donor fund administration
  • Knowledge in ICT including Microsoft Office suite and statistical analysis softwares

Competencies in:

  • Various donor requirements and proven ability to develop and write convincing and winning grants proposals within the required timeframe
  • Developing and implementing a resource mobilization strategy; and experience in managing and reporting on grants
  • The ability to build new partnerships with potential donors and partners while at the same time strengthening and managing existing relationships;
  • Monitoring, measuring, evaluation methodologies
  • The conduct of research, data analysis and interpretation
  • Microsoft Office suite and the use of the internet
  • Communication, Interpersonal and Presentation Skills
  • Qualitative and Quantitative Analytical Skills

COMPENSATION

The National Development Planning Commission’s compensation package is competitive in the public sector, with very attractive fringe benefits.

CONDITION

Applicants must be able to serve the Commission for a minimum of four (4) years on the appointed grade before attaining the compulsory retirement age of (sixty) 60.
