As part of efforts to reduce procurement infractions in the Public Sector, the Public Procurement Authority is introducing an electronic procurement system to cut down the high incidence of human interactions which are likely to create situations that might engender corrupt and unethical practices.
The E-procurement will cut down cost of doing business with Government as it will speed up the processes and minimize unnecessary interferences. This been a tool for effective public procurement is going to change the landscape in the country.
To this end. The Ghana Civil Service has organized a day’s summit to educate civil servants and the private sector on the Electronic Procurement project being implemented by the government.
The program dubbed 6th Procurement and Supply Summit 2018 was on the theme “Electronic government procurement: A tool for effective public procurement.”
It was attended by civil service staff, the private sector players, students, procurement expects and practitioners.
The electronic procurement project was started in 2012 to address the abuse and strengthen transparency in Ghana’s procurement landscape and improve compliance of the procurement laws.
Opening the summit, the Head of Civil Service, Nana Kwasi Agyekum Dwamena in a speech read on his behalf by E. K. Brock, the Chief Director of the Office of the Head of Civil Service, said procurement was an area when pursue its development agenda and for the provision of goods and services.
He said procurement in the country was still fraught with problems due to the high interface of procurement officers with the public.
“The introduction of electronic procurement in the public sector is therefore very necessary to cut down the high incidence of human interaction likely to create situations that might engender corrupt unethical practices,” he said.
He said electronic procurement would cut down the cost of doing business with government as it would speed up the processes and minimize unnecessary interferences.
Nana Dwamena said the electronic procurement would be effective if the capacity of the procurement and supply chain management staff of the Civil Service was enhanced, hence the program.
A deputy minister of Trade and Industry, Carlos Kingsley Ahenkorah said the electronic procurement would help to reduce the cost of doing business in Ghana.
“The electronic procurement will offer greater consistency for high standards of transparency in government and calm tensions with stakeholders, particularly the private sector that does business with government,” he said.
The Director of the Procurement and Supplychain Management Department, Ebenezer Essirifi-Baiden called on all procurement practitioners to embrace the new system and prepare for it introduction soon.
For his part, an Information Technology Expert for Public Procurement Authority (PPA), Thomas Kojo Bonze presented the legal framework of Electronic government procurement system (E-Gp) and how far it had benefited the country.
