Recruitment Of Principal Monitoring And Evaluation Specialist at African Development Bank

 

Job Responsibilities

  • Coordinate M&E tasks and functions in the Department and the regional hubs, ensuring results reporting across the various sectors of the Department follow appropriate and laid down procedures and practices for data standardization and quality.
  • Coordinate Bank efforts to contribute data and information to regional and global M&E initiatives and platforms such as the UN-Water GLAAS, UNICEF/WHO Joint Monitoring Program, AMCOW, and others; and represent the Bank on such platforms.
  • Cooperate with other Bank Departments on issues related to measurements, evaluation and knowledge management- BDEV, SNDR, SNOQ, ECMR, ECST, among others.
  • Collaborate with internal and external entities to plan and conduct evaluations and other sector studies in the Department, ensuring application of appropriate methodologies, credibility of analysis, and utilization of findings for effective decision making on upscaling, resource allocation, and systematic organizational learning.

Systems Development, Compliance, Quality Control and Reporting:

  • Coordinate sector data supply into Bank’s results reporting systems and follow-up with regional hubs for consistent entries to measure progress, outcomes and development impact of the Bank’s interventions on water and sanitation.
  • Oversee and manage a Department-wide M&E reporting database across the facets of the Department on WASH, ensuring regular updates as well as accurate generation of information. Ensure availability on the Bank’s Collaboration space.
  • Develop key M&E guidance and lend appropriate mentoring and coaching to promote compliance and uptake in the Department.
  • Provide quality control for all aspects of M&E and results measurements on the Department’s results metrics included in the Bank’s Result Measurement Framework.
  • Analyze project portfolio structure and trends and report to AHWS management.
  • Oversee assemblage, analysis, organization and sharing of results of the Department with other Departments and participate in preparation of knowledge products to better tell the Bank’s story.
  • Participate in the drafting of AWF and AHWS annual reports and other corporate reports.

M&E Backstopping and Capacity Strengthening:

  • Provide backstop to regional hubs on M&E in the generation, collation and analysis of performance data into Bank’s operations and RMF, ensuring appropriate use of M&E protocols and compliance to M&E procedures and mechanisms.
  • Liaise with other units in the Bank to deliver top-notch capacity strengthening programs to Department staff, regional hubs and other stakeholders to improve M&E functions in the Department.
  • Spearhead processes to integrate findings and lessons from sector evaluations into strategies and operations for increased impact of sector operations.
  • Follow-up and report on progress of implementation of the actions from evaluation recommendations in the Management Actions Record System (MARS).
  • Cooperate with RMCs in designing and implementing interventions to strengthen country WASH M&E and improving coordination amongst stakeholders
  • Assist project teams in the design and management of M&E systems’ interventions.

 

 

Job Qualifications And Experience

 

  • Hold at least a Master’s degree or its equivalent in Statistics, Development Evaluation, Monitoring and Evaluation, International Development, Development Economics; or related disciplines.
  • At least six (6) years of experience in the position of M&E in a development organization, including an international NGOs, donor organization or a reputable organization/institution working in core areas of water and sanitation.
  • Demonstrable sound knowledge of M&E methodologies and approaches in the global development arena particularly in the area of water and sanitation systems.
  • Knowledge of M&E systems and procedures, particularly in relation to donor requirements and reporting on water and sanitation.
  • Excellent analytical, problem solving and strategic thinking skills.
  • Good oral and communication skills, including writing and editing technical development reports. Ability to communicate to influence, motivate and change behavior, by inspiring to create enthusiasm for right work approaches.
  • Good interpersonal skills with ability to work in a multi-disciplinary team and a multi-cultural environment.
  • Excellent written and verbal communication skills in English and/or French, with a working knowledge of the other language
  • Competence in the use of the standard Microsoft software applications (Word, Excel, PowerPoint, Outlook) and SAP; and in database management.

Senior Gender Officer (Innovation) at African Development Bank

 

Job Responsibilities

 

Under the direct supervision of the Division Manager, AHGC.1, the responsibilities of the Senior Gender Officer – Innovation include, but are not limited to, the following:

  1. Assist in the design of innovative workstreams to advance gender equality and women empowerment in the context of the Bank’s strategic thrusts;
  2. Increase the visibility of the Bank’s innovative initiatives and show progress in their implementation;
  3. Conduct and prepare studies, reports, background/position papers and blogs on a range of issues relating to gender equality and women’s empowerment, collecting and synthesizing best practices;
  4. Identify and propose the development of potential high-growth sectors and initiatives that increase women access to markets and opportunities;
  5. Strengthen the Bank’s approach towards supporting creative industries to increase women’s economic opportunities;
  6. Support best practices in the identification and development of a pipeline of bankable propositions to support and scale the delivery of the innovative projects;
  7. Build capacity of Bank staff and clients in the area of innovation for gender equality and women empowerment;
  8. Perform other duties as assigned by the supervisor.

 

Job Qualifications And Experience

 

1. Hold at least a Master’s degree or its equivalent in Gender Studies, International Development, Finance Development, Economics or closely related disciplines. Relevant qualification in development project management and project finance is a plus.

2. Have a minimum of five (5) years of professional experience on gender and social inclusion in the development space and experience in project management.

3. Demonstrate experience in working with innovative approaches towards gender equality in an African context;

4. Demonstrate experience in Information and Communication Technologies project coordination and management within multilateral development banks;

5. Demonstrate knowledge of the role of the private sector, entrepreneurship and of women in business in development;

6. Demonstrate understanding of regional, social and economic issues, analysis and policy formulation; knowledge of the practices of major bilateral and multilateral partner development agencies in African countries is an added advantage.

7. Demonstrate strong communication and organization skills, dealing with various stakeholders with different backgrounds and capacity to perform in complex situations.

8. Ability to build effective working relationships in a diverse multicultural environment;

9. Communicate and write effectively in either French or English, with a good working knowledge of the other language.

10. Competence in the use of standard Microsoft Office applications (Word, Excel, Access, PowerPoint); knowledge of SAP is desirable.

Recruitment Of Culture and Employee Engagement Officer

 

The Position’s Responsibilities:

Reporting to the Policy and Compliance Officer and under the overall supervision of the Manager – Staff Training and Development, the Culture and Employee Engagement Officer will:

  1. Lead bank-wide initiatives to promote a value-driven, professional and ethical work environment and promote healthy working relationships between employees and their supervisors.
  2. Coordinate all activities relating to employee engagement, culture and leadership so that the Bank proactively promotes leadership and staff behaviors that support the vision of the Bank to be an employer of choice, able to attract, reward and retain top talent through both monetary and non-monetary mechanisms.
  3. Drive all initiatives to ensure the Bank’s values are lived at all levels especially in the management of people to create a workplace and culture that upholds the values of the organization.

 

Duties/Responsibilities

Reporting to the Policy and Compliance Officer, the Culture and Employee Engagement Officer will undertake the following key responsibilities:

  1. Develop and execute proactive employee relations initiatives that set up, reinforce and maintain optimal relationships between staff and management in the Bank.
  2. Manage employee engagement surveys and facilitate development of Bank-wide initiatives in order to continuously enhance the people management skills and capabilities of the Bank. Accordingly, coordinate the Bank-wide action planning process to address employee engagement issues.
  3. Provide or coordinate staff counseling on culture and work relationships as may be required from time to time; or where additional support is needed beyond the HR Business Partner support.
  4. Provide expert support and guidance to all staff and HR Business Partners in the area of employee relations.
  5. In liaison with the Leadership and Employee Development Officer, contribute to the development and implementation of leadership training programs in view of culture and engagement needs of the Bank. Accordingly, develop and support the delivery of learning and talent development interventions (e.g. stress management, emotional intelligence, etc), working with and seeking input from other teams as required.
  6. Work with the Talent Management & Mobility Officer, coordinate women mentoring programs implementation Bank wide, and act as Gender focal point for the Department.
  7. Collaborate with units which provide support, advice and assistance in resolving conflicts, grievances and ethical issues including the Staff Council, Ombudsman, Ethics Office and Staff Appeals Committee
  8. In liaison with the Total Rewards Officer & Performance Management Officer, develop or provide input in the design and implementation of motivational and employee reward programs.
  9. Design long-term strategies, interventions and programs to develop the health and culture of the organisation to promote and achieve a culture of performance, service excellence and employee engagement.
  10. Develop and manage annual budgets and proposals, timelines and creative design to increase employee engagement and to sustain the employee culture.
  11. Oversee the overall production of internal communications, events and program materials for the purpose of communicating critical information to employees. Accordingly, coordinate the department’s communication activities, including the regular publication of the internal newsletter; ensuring all corporate communications reach multi-generations, diverse employees, and various categories of staff
  12. Develop employee recognition strategies to include reviewing, evaluating and making recommendations for departmental recognition programs; in liaison with the Total Rewards Officer and Performance Management Officer.
  13. Lead ongoing analysis of key data relating to employee retention and exit trends and prepare reports and recommendations to management based on this data.  Accordingly, analyze facts in support of early detection of problems and advise management on remedial and preventive actions.
  14. Collect timely data to support business initiatives through focus groups, staff surveys, town halls, one-on-one interviews, and other methodology; and evaluate and apply the data to support decisions.
  15. Strategically collaborate with and build relationships across business functions and liaison with the HR Business Partners to ensure standardization and corporate compliance of Bank-wide initiatives
  16. Research, evaluate and select best practices that can be implemented to promote a value-driven culture of high performance among staff.
  17. Measure, assess, and report on the effectiveness of engagement programs to ensure they are delivering results aligned with defined success criteria. Refine strategies and develop new solutions to improve the employee experience.

Requirements / Selection Criteria

 

  1. At least a Master’s degree in Human Resources Management, Law, Social Science or in a relevant discipline related to the responsibilities described above.
  2. Additional qualifications in organizational change/ development, culture or coaching will be an added advantage.
  3. Have at least five (5) years of relevant and practical experience in Human Resources Management, staff and/or legal counselling, with at least 3 years of experience in handling training and capacity building activities
  4. Practical experience in staff coaching and counseling
  5. Having private sector experience will be an added advantage
  6. Communication and ability to interact effectively with staff members at all levels (being able to handle staff personal and confidential issues directly during one-on-one interviews)
  7. Ability to work in a multi-cultural environment as a team player with excellent interpersonal and negotiation skills
  8. Ability to be discrete and maintain a high degree of confidentiality
  9. Effective advisory skills with analytical and problem solving skills
  10. Ability to define problems, collect data, establish facts, and draw valid conclusions for reporting purposes
  11. Ability to facilitate training sessions.

  13. Ability to communicate and write effectively in French or English, with a good working knowledge of the other language.
  14. Competence in the use of standard Microsoft Office Suite applications.
