UNCDF is seeking two (2) Drivers who will work under the guidance and supervision of the Programme Management Specialist.

The Drivers will provide reliable and safe driving services ensuring high accuracy of work. The Drivers will demonstrate a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.

The Drivers will provide driving services to the operations and programme staff in the country, Consultants and Experts and UNCDF staff on mission.

Job Responsibilities

  • Provision of reliable and secure driving services
  • Proper use of vehicle
  • Day-to-day maintenance of the assigned vehicle
  • Availability of documents/ supplies
  • Ability to support the logistics needs of the team
  • Provides driving services to the UNCDF team and any other person authorized to travel in official transport
  • Makes field trips in/or out-side the country;
  • Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents;
  • Liaises with the UNCDF Operations Assistant to organize the transport calendar for the UNCDF office, with due regard to all transport needs;
  • Ensures UNCDF team members make it to all appointments, meetings, and other duties with Partners and Stakeholders on time;
  • Delivers Programme documents, correspondence/material to the appropriate persons, government institutions, Partner organisations and all relevant stakeholders;
  • Delivers/collects UNCDF cargo, pouch and other items for the Programme;
  • Performs all other related duties upon request
  • Regularly maintains UNCDF transport assets and ensures they are in perfect condition;
  • Checks vehicle condition/requirement and fills the Logbook properly;
  • Ensures proper maintenance and servicing of the assigned vehicle is taking place on a day-to-day and reports to supervisors on time;
  • Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.
  • Prepares monthly summary of fuel consumption and reports to supervisor;
  • Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.
  • Performs all other related duties upon request
  • Supports in the organization of workshops and seminars in accordance to the UNCDF workplan i.e. collecting documents from the printers, ensuring all necessary equipment and documents are delivered on time to the venue;
  • Assists in both setting up and close of meetings, workshops, and other events (helping with raising pop up banners, etc.);
  • Assists with performing registry-related duties, such as photocopying bulky documents in preparation for meetings;
  • Provides logistical support to the Operations Assistant with organization and preparation of all workshops, meetings and events (e.g. sitting at the Registration desk and supporting the Operations needs of the event);
  • Assists in arranging and setting up of office equipment, furniture and office supplies when needed;
  • Ensures that all logistics support is provided within UNCDF/UNDP rules regulations, in a timely and helpful fashion to all team members.

Job Qualifications and Experience

  1. Secondary Education. Valid Driver’s license.
  2. 2 years’ work experience as a driver; safe driving record; knowledge of local driving codes and regulations; knowledge of driving rules and regulations and skills in minor vehicle repair.
  3. Fluency in the language of the duty station, knowledge of local languages a plus

2. Recruitment Of Technical Specialist At UN Capital Development Fund (UNCDP) 2020

 

Under the daily supervision of the Programme Management Specialist, with overall and technical supervision of the LoCAL Programme Manager and in close collaboration with the national counterpart, the National Technical Specialist (local government finance) will contribute to the daily implementation of the project including overall gender-sensitive planning, oversight and monitoring of project implementation and substantive and financial reporting.

The National Technical Specialist (local government finance) will oversee the team of field officers on a daily basis and provide policy, regulatory and technical advice to the national counterpart, Regional Coordinating Councils (RCCs) and MMDAs in relation to Results 1 and 2 and with a focus on the PBCRGs.

  • Oversee the day-to-day implementation of the activities related to Result 1 and 2 with a focus on local government finance and local economic development
  • Provide policy, regulatory and technical advice to government counterparts at central and local levels;
  • Provide technical advice and capacity building support (“learning by doing”) and support for the preparation of local government development and investment plans and budgets that foster job creation, gender equality and green and climate resilient local economies;
  • Provide technical advice and capacity building support for the delivery of investments through “cash for work” programmes and procurement to local SMEs, employing youth, returned migrants and women;
  • Provide policy, regulatory and technical advice for the design and implementation of the performance-based climate resilience grants mechanism that can be up-scaled nationwide and harness international climate finance;
  • In partnership with SOS The Netherlands / Ghana, ensure that the outputs of Results 2 under the oversight of UNCDF, i.e. delivering core employability life skills and technical training in skills development, are realized for the cash for work beneficiaries;
  • Lead, together with the Programme Management Specialist, the technical dialogue and provision of policy and technical advisory services to national and local government counterparts in relation to local government finance, performance-based climate resilience grants and local economic development in support of women, returned migrants and youth employment.

Knowledge management and communication (10%)

  • Identify key knowledge constraints and organize learning, knowledge exchange, training, workshops, etc. to build awareness and capacities in relevant themes (i.e. local government finance, performance-based climate resilience grants and local economic development in support of women, returned migrants and youth employment, etc.);
  • Contribute to the implementation of the Communication and Visibility Plan of the Programme, in collaboration with the Project team, partners and technical consultants;
  • Identify, collect and disseminate best practices and lessons learned from the Programme in areas of specialty;
  • Manage the process of convening national and regional stakeholders to share lessons learned on selected themes.

Networking and partnership building (10%)

  • Builds effective and efficient partnerships at the operational level with national counterparts and EU Delegation to coordinate selected activities in-country;
  • Maintain close working relationships with the Ministry of Local Government and Rural Development, Ministry of Finance, and other key stakeholders at various levels in order to generate interest in and execution of the PBCRGs and its key results areas to expand the mechanism in Ghana;
  • Organize consultative meetings, seminars and workshops to drive analytical and policy work of the Programme;
  • In coordination with the PMS, serve as the UNCDF focal point in working groups and steering committees on the issue of local government finance, performance-based grants and local economic development and provide inputs for conducive policy and regulatory environment;
  • Support the PMS to mobilize additional resources based on programme requirements and new opportunities.

 

TECHNICAL

Candidates will be assessed on their work experience in the following areas:

  • Deep knowledge and understanding of key concepts related to local government finance, including decentralization, and local economic development;
  • Experience in policy, regulatory and technical advice and project management related to the fields of local government finance, performance-based climate resilience grants and local economic development or equivalent;
  • Proven experience in project management ;
  • Relevant technical experience with policy and regulatory bodies and central and local governments in developing countries;
  • Work experience with environmental sustainability and climate change in developing countries and Ghana;

3. Recruitment Of  Programme Assistant At UN Capital Development Fund (UNCDP) 2020

 

Job Responsibilities

  • Support project implementation focusing on achievement of the programme results;
  • Collect, analyse and present information for identification of areas for support and programme implementation;
  • Create projects in Atlas, prepare budget revisions, revision of project award and project status, determine of unutilized funds, manage operational and financial closure of a project;
  • Presentat information for audit;
  • Make budget checks for requisitions, POs and vouchers to confirm they are adequately labeled;
  • Develop annual budget for office expenditures;
  • Create requisitions in Atlas;
  • Request payments (against Purchase Order (PO) /contract/agreement, and non-PO payment vouchers), dispatching the same;
  • Request certificates of payment from consultants and preparing payment requests;
  • Assist the Programme manager to resolve questions related to budgets, payments, procurement and resources;
  • Maintain records on assets management, prepare reports;
  • Maintain files and records relevant to office maintenance;
  • Collect information for DSA, travel agencies and other administrative surveys, support to organization of common services;
  • Custodian for management of office stationery supplies including maintenance of stock list of stationery, distribution of stationery as required by staff and keeping a log of distribution;

  • Provide support to maintenance of common premises and common services;
  • Organize shipments, customs clearance arrangements, prepare documents for shipments and mail (received/sent);

Job Qualification And Experience

  1. Secondary Education, preferably with specialized certification in Management, Accounting or Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.
  2. Five (5) years progressively responsible administrative experience is required at the national or international level or;
  3. Candidates having Bachelor’s degree or equivalent and two years of relevant work experience;
  4. Specialized training in office management and administration is highly desirable;
  5. Experience with a UN organization/agency is desirable;
  6. Experience with ATLAS and UNDP Procurement Processes is desired, but not a requirement;
  7. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management system;
  8. Prince2 training and certification, RMG – Desirable.
  9. Excellent speaking and proficient writing skills in English are necessary.
  10. Working knowledge of French and local language is considered an asset.
