The GES Promotion Process
The promotion of workers in the Ghana Education Service is based on further studies ( advancement of education ) by the GES staff or years of service as a GES employee.
The GES states in its conditions that promotions are based on two basic criteria which are; by further education and by number of years in service. The only time teachers get to be promoted based on further studies is when the teacher is below the rank of a Principal Superintendent. Afterwards, all other promotions are based on the number of years served on a current rank which ranges from four to seven years.
The easiest way to get a GES promotion is through further studies ( advancement of education ). After completing a bachelors degree in any educational field, teachers are automatically qualified for the post of Senior superintendent. On the other hand, if a teacher has served for a a considerable number of years in, the teacher qualifies for promotion to their required field, in such instance apply for GES promotion and undergo a GES promotion interview or aptitude test.
After a successfully applying for promotion and passing the GES promotion interview or aptitude test. The teacher have to acquire GES promotion letter. After the teacher receives a GES promotion letter, the teacher must undergo a process called ‘upgrading’ for the acquired promotion rank to reflect in their salaries. After a successful upgrading, the teacher is graded on promotion rank and this rank results in a meager increment in salary.
Changes To The GES Promotion Process
After a meeting held on the 10th of June, 2018 between the Ghana Education service ( GES ) and Teacher Unions and other stakeholders, there was agreed changes to the GES Promotion and all subsequent GES Promotion including GES Promotion.
The changes to the GES Promotion suggests that there shall be no face-to-face interviews for the lower promotion ranks, instead there will be a GES aptitude test. This is as a result of the huge number of applicants to the various grades for promotion.
The GES is now moving away from the face-to-face interviews to the use of aptitude test for the lower promotion ranks. As a result, applicants for principal superintendent and it’s analogous ranks (i.e. PS, Ad II and Ad I) will be administered an aptitude test instead of an interview.
However, promotions to the ranks of Deputy Director and higher will be subjected to a GES aptitude test first then a Face-to-face interview after successfully passing the aptitude test.

Eligibility And Qualifications Required For Promotion Into The Various GES Promotion Ranks
As of the promotion, the Ghana Education Service provided the following criteria required for application into the the various promotion ranks as follows;
Eligibility And Qualifications For Promotion To Deputy Director
Application for promotion into Deputy Director required that the applicant should have been promoted to the grade of Assistant Director I on or before 2014. And should have been continuously at post.
Eligibility And Qualifications For Promotion To Assistant Director I
Application for promotion into Assistant Director I required that the applicant should have been promoted to the grade of Assistant Director 11 on or before 2014. And should have been continuously at post. The position of Assistant Director I requires a minimum of 3 years’ experience as assistant director 2, a minimum of degree in management or related field, and pass the GES promotion aptitude test.
Eligibility And Qualifications For Promotion To Assistant Director II:
Application for promotion into Assistant Director II required that the applicant should have been promoted to the grade of Principal Superintendent on or before 2013. And should have been continuously at post. The position of Assistant Director II requires a minimum of 3 years’ experience as a principal superintendent and a diploma or degree in a related field of study.

Application for promotion into Senior Superintendent I required GES employees who have served three (3) or more and were promoted to the rank of Senior Superintendent II on or before 1st 2014. Diploma in Basic Education (DBE) Holders who have fully served four (4) or more years on the rank of Senior Superintendent II by ]with satisfactory records.

GES Promotion Interviews And Aptitude Test Date
The Ghana Education Service schedules the interview and aptitude test date for Promotion of its staff.
The previous interviews for the 2017 GES promotion were held in October. Promotion Interviews for 2018 GES promotion were held between 29th June-19th July 2018 at 8:00am daily at the Regional Education Offices. Candidates were to visit their respective districts offices for their respective Date and Panel from on 14th May. 2018. The 2019 GES aptitude test Modalities for all those who are yet to be announced.

GES Promotion Date
The portal for the GES promotion was opened in June . GES Opened Applications for the ]promotion into 4 Grades for Teaching Staff. The promotion ranks / grades were Deputy Director, Assistant Director 1, Assistant Director 11, Principal Superintendent and Senior Superintendent I. The portal for 2020 GES promotion is likely to be opened in June as well.
About GES Promotion
In June the portal for the GES promotion was opened. GES Opened applications for the promotion into 4 Grades for teaching staff. The promotion ranks or grades were Deputy Director, Assistant Director 1, Assistant Director 11, Principal Superintendent and Senior Superintendent I. The portal for GES promotion is likely to be opened in June as well.
As a GES staff, you can ascend the GES Promotion ranks listed in ascending order of supremacy as follows; Teacher, Superintendent I, Superintendent II, Senior Superintendent II, Senior Superintendent I, Principal Superintendent, Assistant Director I, Assistant Director II, , Deputy Director, and Director.
The GES promotion when obtained is expressed in rank. The rank determines the level of GES staff on the promotion hierarchy and the amount of salary such a GES employee will earn.
The Old Application Process : Download And Fill GES Promotion Form
Previously you would have to;
- Download and Fill six (6) copies of the GES Promotion forms with Specimen attached to each one, and affixed a recent passport size photograph.
- The Application Forms would have been accompanied with six (6) copies of Staff Performance Appraisal Report issued by the applicant’s Regional/Divisional Director.
- Photocopies of relevant certificates
- The Completed application forms would be forwarded through the district education office to the head office for processing

Duties Of The Various GES Promotion Ranks
Director General of Ghana Education Service
The first rank of the Ghana Education Service is the Director General. The Director General is appointed by the President of Ghana on recommendation of the GES council to serve for four years which is subject to renewal. A teacher cannot apply for promotion to this rank.
The Director General is involved in the appointment of new teachers to into GES. The Director General mediates between the government and the welfare of all teachers such as negotiating for better terms of service, increases in salaries or allowances.
The Director General is involved in planning and managing policies implemented by the Ministry of Education.
Deputy Director General rank Of GES
The second rank of the Ghana Education Service is the Deputy Director General. The Deputy Director General is also appointed. A teacher cannot apply for promotion to this rank. The Deputy Director General provides technical and administrative support for the Ghana Education Service.
The Deputy Director General coordinates and oversees the functions of the Ghana Education Service directors. The Deputy Director General assume office when the Director General is absent or unable to perform their functions while assisting in delegating the functions of the Director General. The position of Deputy Director General requires a minimum of 12 years’ experience and 3 years experience at Director II.
Director
A teacher who reaches the rank of Director qualifies to work at the District Education Office. A teacher who reaches the rank of Assistant Director and is transferred to the District Education Office may be in charge of the entire district education office and as such supervises activities at the district education office and see to the implementation of educational policies undertaken by the Ministry of Education at the district level.
Deputy Director
A teacher who reaches the rank of Assistant Director qualifies to work at the District Education Office. A teacher who reaches the rank of Deputy Director and is transferred to the District Education Office may assist the director in the discharge of his duties. He may be in charge of Budget And Financial Control, Planning And Monitoring, Data Collection Research And Records, Manpower And Training, Supervision and Management Of Teaching for schools in the district.
Assistant Director I
A teacher who reaches the rank of Assistant Director qualifies to work at the District Education Office. A teacher who reaches the rank of Assistant Director and is transferred to the District Education Office may work in collaboration with the Deputy Director in Administration of Budget And Financial Control, Planning And Monitoring, Data Collection Research And Records, Manpower And Training, Supervision and Management Of Teaching for schools in the district.
The Assistant Director will be in charge of tracking progress of policies being undertaken by the Ministry of Education. They will also monitor activities.
Assistant Director II rank
A teacher who reaches the rank of Assistant Director qualifies to work at the District Education Office. A teacher who reaches the rank of Assistant Director II and is transferred to the District Education Office may assists the Assistant director I in the discharge of his duties. The Assistant Director II assumes office when the First Assistant director is away or unable to conduct their functions.
Principal Superintendent
A teacher who reaches the rank of Principal Superintendent qualifies to work at the District Education Office. A teacher who reaches the rank of Principal Superintendent and is transferred to the District Education Office may be a circuit supervisor, or in charge of welfare of basic schools and 2nd cycle institutions, in charge of text book distribution, public relations officer of the district education office. May be in charge of planning , Monitoring and data collection, Research & records, staff development, may be in charge of guidance and counseling, technical and vocational education.
The Principal Superintendents may be responsible for the management of schools in their districts. The Principal Superintendents analyzes the work of principals / head of schools and assigned to supervise schools in the districts.
The Principal Superintendent may be responsible for hiring senior staff in the district, oversee educational standards and achievement of students and development projects in respective schools. They are also part of the council that plans budgets and allocation of resources to schools in respective districts.
Senior Superintendent I
The senior superintendent I ensures the distribution of curriculum to the different schools in the respective districts and evaluate the performance of different schools in the district for Ghana Education Service SHS ranking. The position of senior superintendent requires a minimum of three years of service and must have served as Senior Superintendent 2. A teacher with more than 5 years qualifies after passing an interview. Also a teacher who obtains a bachelor’s degree in education or in any related field of study qualifies for this position.
Senior Superintendent II
A Senior Superintendent I assists in implementing the school’s vision and directly involved in the day-to-day running of the school. They are involved in ensuring the welfare of the teachers in the school as well as hire, supervise and manage the staff of the school. They are involved in formulation of policies in consultation with the board of the school to improve the performance of the school.
A teacher who obtains a degree in education or a related field of study is automatically qualified to the rank of a Senior Superintendent (SNR. SUP).
Superintendent I
A Superintendent I assists in implementing the school’s vision and directly involved in the day-to-day running of the school. They are involved in ensuring the welfare of the teachers in the school as well as hire, supervise and manage the staff of the school. They are involved in formulation of policies in consultation with the board of the school to improve the performance of the school.
A Senior Superintendent I must have served as teachers for a minimum of four years and registered with a Ghana teacher union. A Senior Superintendent I must possess a diploma or degree in a related field of study.
Teacher Rank
The teacher is directly involved in instructing students in implementation of the curriculum of the school. They also serve as mentors for students to help them achieve their potential.
Possessors of the teacher rank must have a certificate, diploma or degree qualification in a related field of study. They must pass a vetting process and interview conducted by the superintendent 1 and the board of the school to test their skills and prowess.
