1. WHAT IS THE NEW PROMOTION PROCESS ABOUT?

The new promotion process is a departure from the usual face to face interview to a written test. Applicants for Principal Superintendent to Deputy Director will be required to write an aptitude test for promotion to the next level.
Deputy Directors who wish to become Heads or any other leadership role will have to attend an interview in addition to the aptitude test.

2. WHY THE CHANGE FROM THE OLD ORDER?

Every year about 35,000 GES staff applies for promotion. GES sets up about 150 panels across the country. Each panel of 5 members interviewing a total of 8 people a day according to Public Services Commission regulations.
The panels work for 3 to 6 months to finish up all applicants now after results are released, Management receives countless petitions levelled against staff in the District, Regional and HQs as well as interview panels across the country.
The petitions include allegations of victimization, corruption etc. Apart from the complaints, the process is tedious and expensive. Base on these and many other reasons, GES management last year June initiated the move to reform the promotion process within the confines of Public Service Commission (PSC) guidelines.

3. WHEN WILL THE FIRST APTITUDE TEST TAKE PLACE?

The tentative date for the first aptitude test is 20th and 21st February 2020. The results are expected to be in by March 2020.

4. WHAT ARE THE EXPECTED AREAS APPLICANTS WILL BE EXAMINED ON?

For PS, AD11 and AD1, the scope of the test will cover
a. Knowledge of Ministry of Education and Ghana Education Service
b. School/Classroom Management and Theories of Learning
c. Assessment and Evaluation
d. Contemporary Issues/current and general knowledge

For applicants for Deputy Director grade, in addition to the above, they will be tested in education Administration and Management. The test will last between 40 minutes- 1 hour (maximum). This is multiple-choice questions.
NOTE: THE AREAS ARE THE SAME AS THE FACE TO FACE INTERVIEW DAYS.

5. ARE ALL STAFF AWARE OF THIS NEW CHANGE?

A circular ha been sent to the Metro/Municipal/District Directors and Staff through the Regional Directors. The leadership of the Unions were also consulted before the change of the current process. Apart from that GES will embark on a sensitization and education programme that will bring together
a. Regional and District Directors present
b. Regional union reps
c. Training Officers
d. PROs
e. Regional CHASS and CoHBs executives
Both modern and traditional media channels are being used as well to sanitize staff of the new order.
