About Salary Grade Table

  • The Salary Grade table has 33 levels, with Salary Grade 1 being the lowest and Salary Grade 33 the highest. The Salary Grade of an employee determines their base pay, which is then complemented by other benefits such as allowances and bonuses.
  • There are also 8 steps for every salary grade. The 1st salary step is the minimum or hiring rate. The 2nd to 7th salary steps are the intermediate salary rates. The 8th step is the maximum salary rate.
  • The minimum salary for government employees with Salary Grade 1 in the Fourth tranche is Php 14,300 per month, while the maximum pay for employees with Salary Grade 33 is Php 632,079 per month.

Salary Grade Table Guidelines

  • The salary rates listed in the Salary Schedule above pertain to the monthly compensation for regular or contractual personnel, whether they are appointed or elected, and are based on full-time employment.
  • For those working on a part-time basis, their compensation will be adjusted according to the actual services they provide. Casual personnel will receive a daily wage rate determined by dividing the corresponding monthly salary rate from the schedule above by twenty-two (22) working days.
  • Section 8 addresses the adjustment of salaries for personnel in Local Government Units (LGUs). The revised Salary Schedule mentioned can be extended to LGU personnel, provided that the LGUs adhere to the limitations on Personnel Services (PS) as outlined in Sections 325 and 331 of Republic Act No. 7160. This authorization also requires approval from the Sanggunian, as stipulated in Sections 447(a), 458(a), and 465(a) of Republic Act No. 7160.
  • In the course of implementing these salary increases, LGUs must ensure compliance with the following conditions: (a) The salaries of LGU personnel eligible for the increase must be in line with the LGU’s income classification and should not exceed the specified percentage of the Salary Schedule outlined in Section 7.

  • The compensation for barangay personnel shall be provided as honoraria, in accordance with Republic Act 7160. It should not exceed the percentage specified in the Salary Schedule corresponding to their income classification.
  • (c) If there’s a partial implementation of the authorized compensation rates, the adjustment will be applied uniformly across all positions as per the Implementation Schedule. The revised Salary Schedule outlined here will be rolled out in National Government Agencies as follows, contingent upon appropriations by Congress:
  • Starting from January 1, 2024, the initial phase of the schedule for civilian personnel. By January 1, 2025, the second phase of the schedule for civilian personnel. By January 1, 2026, the third phase of the schedule for civilian personnel. By January 1, 2027, the fourth phase of the schedule for civilian personnel. For Government-Owned and Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), and Local Government Units (LGUs), the implementation period will span at least four (4) years, depending on their financial capacity, with each phase commencing no earlier than the specified dates. GOCCs, GFIs, and LGUs lacking adequate funds will carry out a partial implementation of the modified Salary Schedule.
  • In case of partial implementation, the adjustments will be uniformly applied across all positions for every GOCC, GFI, and LGU. There will be no reduction in the basic salaries of current employees when this is implemented. They will receive the new salary rates as prescribed here, which will not be less than their current salaries.
  • Compensation and Position Classification Report – The Department of Budget and Management (DBM) will create a Compensation and Position Classification Report for all government entities within the national government, GOCCs, and GFIs, including exempt entities. The report status will be periodically updated and submitted to Congress and the Commission on Audit for public disclosure, monitoring, compliance with established policies, and as a basis for future policy decisions.
  • Periodic Review of the Compensation and Position Classification – The DBM and Civil Service Commission (CSC) will jointly review the Compensation and Position Classification System every three (3) years. They will develop and recommend to the President a competitive compensation and remuneration system designed to attract and retain talent.
  • Appropriations – The funding sources required to implement the modified Salary Schedule will come from the following:
  • (a) For national government entities, the necessary amount for immediate implementation will be included in the General Appropriations Act (GAA). (b) For covered GOCCs and GFIs, the funds will be sourced from their respective corporate funds as specified in their approved corporate operating budgets. Government corporations lacking adequate funds will partially implement the established rates, with any partial implementation being uniformly applied to all positions within each government corporation. (c) For LGUs, the funds will be drawn from their respective local government funds, following the provisions of this Act and Republic Act 7160.
  • Implementing Rules and Guidelines – Within sixty (60) days following the enactment of this Act, the DBM, CSC, and GCG will collaborate to formulate the rules and regulations necessary for the effective implementation of its provisions.
  • Separability Clause – In the event that any section or provision of this Act is declared unconstitutional or invalid for any reason, the remainder of the Act, or any unaffected provisions, will remain in full force and effect.
  • Repealing Clause – Any existing laws, presidential decrees, executive orders, corporate charters, implementing rules and regulations, circulars, or other issuances that set salary grades for government officials and employees and are inconsistent with the provisions of this Act are hereby repealed, amended, or modified.
  • Effectivity – This Act will become effective fifteen (15) days after its complete publication in two (2) newspapers of general circulation or in the Official Gazette.
