Clearing A Car at the Tema Port

The clearing of the car from the Tema port involves three (3) major stages and these are:

  • Pre-vessel arrival
  • Post-vessel arrival and
  • Final clearance and delivery.

With each stage, there are processes you need to follow to make your wish come true with lesser complications. Below are the discussed processes into details:

The Pre-Vessel Arrival Stage

As the name goes, the pre-vessel arrival is simply the stage where the clearing process of your car starts before it arrives.

This facilitates the shipment process of the clearing process when it arrives at the Tema Port.

As stated earlier about the various processes of various stages, these are the processes for this stage:

Car-Clearance Documents Submission

This is the first and foremost process of this stage. Here, you are required to present your clearance documents to the clearing agent who will be responsible for your clearing process when the car arrives. These documents may include a bill of landing, commercial invoice, packing, etc.

Clearance of the Agent-Reviews Documents

This is a process performed by the clearing agent. Here, the clearing agent will go through the documents for absolute verifications pertaining to the shipment.

Attaining the UCR

Herewith this process, you will be granted your Unique Consignment Reference (UCR) on the GCNet platform once the clearing agent completely verifies your shipment documents with a successful end.

Attaining the IDF

After attaining the UCR, the next thing to be issued is the Import Declaration Form (IDF). This form will be granted to you as soon as the clearing agent, through the Pre-clearance Assessment Report System, requests the IDF from the Ministry of Trade, using the GCNet platform.

Application for CCVR

After the IDF is attained, the clearing agent on your behalf applies for the Customs Classification and Valuation Report (CCVR) over the WEST BLUE IT platform.

The CCVR assesses the duties due and will reveal or show the risk level assigned to the cargo shipping your car. There are the Red, Yellow, and Green indicators used to represent the risk levels. Green represents a low risk, Yellow represents medium risk while the Red represents a high or dangerous risk.

Post Vessel Arrival

This is the last but one stage of the three major processes pre-stated. This involves two main processes. This is also the stage where the car finally arrives at the port.

Submit Bill of Entry and make payments

After the cargo transporting the car arrives at the port, the agent will attain the location of the container as well as other relevant information related to the cargo from the shipping line.

This information in collaboration with the CCVR and IDF is what will be used to prepare a Bill of Entry (Customs Declaration). This will be sent to the Customs Management System.

The declaration will then be endorsed. After which a unique reference number will be assigned. Next, you will be required to pay the assessed duty and taxes on the declaration at the assigned Bank.

Review of all Submitted Documents

After successful confirmation of the payment, the Customs Compliance Officer assigned to the Declaration will start will commence the endorsement of the Declaration as well as the other documents.

Regarding the risk level of the cargo’s container, supplementary tests are done before a “Delivery Allowed Message” is released for the car. You will also pay some terminal charges as well.

Final Clearance and Delivery

This stage involves one main process. Once you are done with this stage, you are good to go!

Exit Verification

The one responsible for conveying the car (the driver) out of the port will have to report to the Customs Preventive Section for Exit Verification before the car will be allowed to leave the port.

Once the Customs Preventive Section is done with its review, the car will be granted exit through the gate after the car is verified to be safe to exit the port.

The Customs gate will also check whether the Customs Preventive Section has performed their review and then update the status of the container containing your car as “Exited Port”.

Finally, your car is brought to you.
